Who backs the Personal Agent Protocol
Ten organisations are named as PAP partners, but not by the same announcement. Sierra's post lists Genesys, Instinct, Rocket, Shopify, Stripe and Walmart. Meta's, as reported by CMSWire, drops Instinct and adds NiCE and Decagon. Neither company has explained the difference.
| Company | Role | Sierra | Meta | Note |
|---|---|---|---|---|
| Sierra | Co-creator | Co-founders Bret Taylor and Clay Bavor wrote the announcement. | ||
| Meta | Co-creator | Maker of Muse, the consumer agent behind most of the attention. | ||
| Genesys | Launch partner | Contact-center software. CEO Tony Bates is quoted in the Sierra post. | ||
| Rocket Companies | Launch partner | Mortgages and Redfin. Quote describes a Muse agent going from home search to financing. | ||
| Shopify | Launch partner | Also helped build Google’s UCP. | ||
| Stripe | Launch partner | Also co-developed OpenAI’s ACP. | ||
| Walmart | Launch partner | Named by both. No Walmart quote or product detail was published. | ||
| Instinct | Launch partner | Named only by Sierra. Co-developed PACT with Decagon. | ||
| NiCE | Partner | Named only by Meta. CEO Scott Russell says NiCE is co-developing the protocol. | ||
| Decagon | Working group | Named only by Meta. Published its own protocol, PACT, the same day. |
Not on either list: OpenAI, Anthropic, Google, Amazon. Bret Taylor told CNBC he expects OpenAI and Anthropic to come around. Amazon, which blocked Meta's Muse in September, is the absence retailers will notice most.
Protocol Creators
Sierra and Meta are co-developing the PAP specification and leading the initiative.
Sierra
Co-CreatorCo-author of the announcement, with Bret Taylor and Clay Bavor. Sierra is developing the standard with Meta and plans a v0.1 spec, design workshops, and a reference implementation.
Focus Areas
- • Protocol design
- • Design workshops
- • Reference implementation
Meta
Co-CreatorCo-developing the standard. Muse, Meta’s personal agent, already has millions of users in the US. CNBC quoted David Singleton comparing the protocol to email: a standard everyone can use to communicate.
Focus Areas
- • Muse, the consumer agent
- • Co-developing the standard
Launch Partners
Four of them come with a published quote. The rest were named and nothing more, so we haven't filled the gap with guesses. Nobody has reported a production deployment yet.
Walmart
Named as a launch partner in the October 6 announcement. The post does not describe a Walmart product integration.
Focus Areas
Stripe
Launch partner. Payment extensions that avoid sharing card numbers are described as a possible later step, not as a Stripe product that ships with v0.1.
Focus Areas
"A customer relationship doesn’t start or end at checkout."
— Kevin Miller
Shopify
Launch partner. The published quote covers product questions, purchases, returns, and exchanges as the ambition, not as a shipped merchant toolkit.
Focus Areas
"As personal agents become part of everyday life, merchants have a new frontier for excellent customer service."
— Mani Fazeli
Genesys
Launch partner in contact-center software. The announcement quotes its CEO on knowing who an agent represents and what it is authorized to do.
Focus Areas
"Personal AI is creating a new front door to the enterprise."
— Tony Bates
Rocket Companies
Launch partner. The published quote describes a Muse agent moving across Rocket and Redfin, from finding a home to securing financing, using technology developed with Sierra.
Focus Areas
"The next era of AI is about persistent agents taking action."
— Shawn Malhotra
Named with the launch partners. Sierra says Instinct is joining the effort. No product URL or integration details were published in the announcement.
Focus Areas
NiCE
Named in Meta’s announcement but not in Sierra’s. CMSWire reports CEO Scott Russell saying NiCE is co-developing the protocol with Meta, Sierra and other partners.
Focus Areas
Named in Meta’s announcement. On the same day Decagon open-sourced PACT, its own consent protocol built with Instinct, and said it was joining the PAP working group.
Focus Areas
By industry
- Retail and commerce: Walmart, Shopify
- Payments: Stripe
- Mortgages and real estate: Rocket Companies (Rocket Mortgage, Redfin)
- Contact centers and customer service: Genesys, NiCE, Decagon
- Agents: Sierra, Meta, Instinct
Our read: three of the ten (four, counting Sierra) sell customer-service software. They're the ones who'll field agent traffic first. Retail has two, and the biggest online retailer isn't one of them.
Can other companies join?
Sierra says it will run design workshops with interested parties and publish a reference implementation after v0.1. Meta mentions a partner working group. There's no public sign-up yet. When one appears, it'll be on the status page.
